As far as beer culture goes, Philadelphia does not even come close to a city like Seattle, WA or Portland, OR. Suffice it to say that he's been to most of the places you mention, I've been to all of them but Milwaukee (and also Madison, Pittsburgh, Burlington, the 'other' Portland...), and though I wouldn't have lined up on the claim as cheerfully even three years ago, nowadays the only cities in Philly's league are Portland (OR) and Seattle...maybe Chicago.
